The Internet Cafe Association of Cebu (ICAC) gladly announced its official registration with Philippine Securities and Exchange Commission, May 25, 2000 with SEC Registration no. C200000532.
ICAC as a Non Profit Organization, which objectives are to establish and define a set of standards of practice which will guide and direct all members and pursue its individual business and to encourage all members to dedicate themselves to a course of conduct which manifests respect confidence and trust on the part of the general public and all users of the internet cafes. and welcomes also the participation of any interested I-cafe operators.

Code of Ethics 

Preamble

The Internet,has become increasingly important to marketers' activities, as they provide exchanges and access to information worldwide. The operation of many Internet Cafés business has created new opportunities and risks, if are not currently addressed. The Internet Cafe Association of Cebu Code of Ethics provides additional guidance and direction for ethical responsibility in this dynamic area of business. The Internet Cafe Association of Cebu is committed to ethical professional conduct and has adopted these principles for using the Internet, including activities utilizing network computers. 

General Responsibilities 

SECTION 1

Internet Café Operators must assess the risks and take responsibility for the consequences of their activities. 

  1. Internet Café Operators owe certain duties to the ICAC, to the public, to other members of the profession, and to themselves and must be guided by: Fairness and loyalty towards the ICAC, associates, and clients

  2. Fidelity to public needs. 

  3. Serving the interests of the clients and the community generally, as matters of no less priority than the interests of the café owners.

  4. Support of professional ethics to avoid harm by protecting the rights of privacy, ownership and access.  

  5. Adherence to all applicable laws and regulations.  

  6. Awareness of changes in regulations related to the Internet Café Profession.  

  7. Effective communication to association members on risks and policies related to Internet Café Profession, when appropriate. 

  8. Organizational commitment to ethical Internet. 

SECTION 2

Duties of an Internet Cafe Operator to the Association 

An Internet Cafe Operator shall: 

  1. Acknowledge the ICAC as the self regulating body that represents the internet Café business in Cebu. 

  2. Adhere to the Code of Ethics, bylaws and regulations of the ICAC.  

  3. Accept the ICAC as an authority empowered to provide evaluation in the standards of the Internet Café business.  

  4. Adhere to the methods and procedures of professional evaluation of the ICAC.  

  5. Recognize the ICAC, it's meetings and electronic communications as a source:
    of fellowship with other operators.
    of sharing professional data and techniques .

  6. Inform other operators of the existence, nature, and mandates of the ICAC and of the need and benefits of being a member of the ICAC, and present for membership any operators expressing interest.  

  7. Assist and encourage others to become good café operators.  

  8. Assist and encourage other operators who are relatively new to the business  

  9. Inform board of any actions that have been made by other café operator that could damage the integrity or cause    harm to the ICAC or its members. 

SECTION 3

Duties of an Internet Cafe Operator to the Public

An Internet Cafe Operator shall: 

  1. Preserve the integrity and security of customer’s information.

  2. Inform the public on the proper use the internet. 

  3. Promote equal access to information, within the scope permitted by the association and to discourage the customers from opening ‘smut’ websites through posters in the establishment.

  4. act to correct or report any situation which could cause losses, whether humanly injurious or financially damaging.

SECTION 4

Duties of an Internet Café Operator to Other Café Operators

An Internet Cafe Operator shall:

  1. Conduct himself towards other operators with courtesy and good faith and without malicious intent.

  2. Not maliciously injure the reputation or business of another café operator. or maliciously injure the reputation or business of another café operator.

  3. Not advertise or represent his/her services in a misleading manner.

  4. Assist in extending the effectiveness of the Internet café business through the interchange of information and experience except where sharing of information or data would contravene confidentiality. 

  5. Members shall seek to upgrade their professional knowledge and skill and shall maintain awareness of technological developments, procedures and standards which are relevant to their field, and shall encourage their fellow members to do likewise. 

  6. Members shall avoid any situation that may give rise to a conflict of interest between themselves and shall make full and immediate disclosure to the board if any conflict should occur. 

  7. Abide by all licensing requirements accompanying the software that he/she shall use. 


The Code of Ethics of the Internet Cafe Association of Cebu may be reviewed for revision annually.

  • Members of the ICAC may suggest changes in additions to the Code of Ethics. 

  • All suggested changes shall be well documented, showing why the member considers the changes as beneficial or necessary.  

  •  All suggested changes must be provided in writing to the reviewing bodies who shall review them, then forward them to the Council within a month of the time that the Council is to meet to deliberate changes. All suggested changes must be provided in writing to the reviewing bodies who shall review them, then forward them to the Council within a month of the time that the Council is to meet to deliberate changes. 

The Council must approve all revisions, additions, or deletions after careful deliberation of these changes. Once accepted by the Council, the old Code of Ethics shall immediately cease to be of effect and the new Code of Ethics shall be in force and used.
